How do you make a Service load-balance across all clusters in a Cilium ClusterMesh?

Answer: Same name and namespace in each cluster, plus service.cilium.io/global: "true"
Explanation
Cilium merges Services that share a name and namespace and carry the global annotation, so backends in every cluster receive traffic. Older releases used the io.cilium/global-service annotation. Adding service.cilium.io/shared: "false" in a cluster keeps that cluster's backends out of the shared pool.
