Troubleshooting
kustomize edit fix --vars stops with an error saying $(DB_HOST) is not delimited. Which env var value causes that?

Answer: postgres://$(DB_HOST):5432
Explanation
When a var is only part of a value, the converter uses the character next to it as a delimiter and records an index. A var in the middle of a string needs the same character on both sides, and here it has / before it and : after it. A var at the start, at the end or alone in the value converts fine.
