What does sortOptions.order: fifo change in the build output?

Answer: Resources stay in the order they were listed instead of being sorted
Explanation
The default, legacy, sorts output with an orderFirst list, such as Namespaces, an orderLast list, and everything else in between by apiVersion and kind. fifo keeps the order from resources, which helps when another tool applies the output in sequence.
